Article I: Memberships

1.Standard/Family
a.Includes Head of Household and immediate family members (children under the age of 18).
b.Children attaining the age of 18 must apply for separate membership.
c.Must be 18 years or older to be eligible to hold club office.
d. Is entitled to vote at all general membership meetings (must be 18 years or older).
e.Is subject to all member responsibilities as defined by the Standing Rules.
2.Lifetime
a.Any member who serves in office for five consecutive terms shall be exempt from any further dues and shall be accorded the title “Lifetime Member”.
b.Any person who has been a Standard/Family Member as defined in Article I for 20 consecutive years or more may be accorded the title of “Lifetime Member”. That nomination being made by the Board and approved by the General Membership.
c.Upon payment of ten times the annual membership dues, a member may be nominated by the general membership for Lifetime membership status. Nomination approval by a majority of members in attendance at a regular General Membership meeting is required.
d.All persons accorded the title of Lifetime Member shall be eligible to vote and hold office as described in Article I.
e.All persons accorded the title of Lifetime Member shall be subject to member responsibilities as defined by the Standing Rules.
Section C; Annual Membership Dues
1.Standard/Family ($75.00). Annual dues may be changed upon the approval of the majority of members in attendance at the general membership meeting at which the changed is proposed. The opportunities to reduce the annual dues exist with member participation in verifiable work parties or event operations, being credited with $5.00 per function (up to $25.00 per year). Examples of verifiable work shall include, but not be limited to: Range maintenance, lane clearing, mowing, painting, set-up and take-down of targets for a shoot, registration desk or concessions.
2.Lifetime (Dues Exempt).
Section D; Payment of Dues
1. Dues shall be due on March 1 of each year.
1a.Failure to renew membership will automatically result in
its loss. Re-instatement will require the
payment of the full annual dues.
2. Members of the Armed Forces, while on active duty and
Stationed out of the area, upon notification to the club, shall
have their dues obligation suspended until thirty (30) days after
their return. At which time the dues will be pro-rated for the
remaining year.
Article II: Meetings
Section A; Dates of Meetings
Regular general membership meetings of the club will be held on
the third Sunday of each month or as determined by the
membership during a regular meeting.
Board of Directors meetings shall be held as necessary to main-
tain normal club functions with a minimum of four (4) annually.
Emergency meetings shall be called in accordance with the Mid-
Del Constitution (Article IV, Section C, line 2).
Section B; Time of Meetings
The general membership meetings will begin promptly at 7:00PM or
as determined to be necessary by the Board of Directors.
The meeting of the Board of Directors shall be at a time suitable
for all members of the board, with meeting place and time
designated a minimum of 24 hours in advance.
Article III: Elections
Section A; Board of Directors
Elections to the Board of Directors shall be in accordance with
Article III, Section B of the Constitution and conducted at
general membership meetings in compliance with Article IV,
Section B, paragraph 1a of the Constitution.

Section B; Duties of Officers
President
a.Shall be elected by the general membership and presides at all board and general meetings.
b.Calls special meetings at his/her discretion, subject to provisions
of the Constitution (Article IV, Section C).
c.Makes provisions for the discharge of pro-tem duties of absent,
suspended or terminated members.
d.Insures that regulations of the club are enforced.
e.Carries out assignments and instructions as accorded by vote of the club and/or Board of Directors.
f.Perform such other duties as customarily pertain to the President/President of the Board.
g.Appoint all committees otherwise provided for with the approval of the majority of the Board members.
h.Co-sign all warrants on the treasury of the club with the approval of the majority of the remaining board members with the following exceptions:
(1). Routine operating expenses.
(2). An emergency allocation.
Neither exception shall exceed $250.00.
Vice-President
Shall be elected by the general membership and be an aid to the
President and in case of the absence or disability of the President,
shall pro-tem assume and execute the duties of the President.
Secretary/Treasurer
a.Shall be elected by the general membership.
b.Shall be responsible for all records and correspondence.
c.Issue notices of meetings and agenda after consultation with the President and shall be in compliance with these Bylaws.
d.Shall pay all routine expenses to maintain club functions.
e.Shall submit for review a financial statement reflecting income and expenses of the club. Said statement shall be submitted minimally on a bi-monthly basis and/or as directed by the Board of Directors.
f.Shall provide support for an annual audit which will be performed by an auditor or auditors selected by the Board of Directors.
g.Prepare and submit the annual report to the State of Delaware.
Range Captain
a.Shall be elected by the general membership.
b.Shall schedule work parties at his/her discretion and shall insure that all persons belonging to the club are notified of work days at least fourteen (14) days in advance and will record the personnel and their time of attendance.
c.Shall insure that the range is kept clean and in compliance with affiliated Archery Associations specifications.
d.Shall insure that targets are purchased/positioned in advance of a shoot and are at the range on shoot day, prior to the opening of registration.
e.Shall have the authority to designate members to assist him/her in the performance of his/her duties as Range Captain. He/she will also appoint a special assistant from the members-at-large to aid in the execution of the responsibilities of said office for the duration of his/her term of office.
Registration Officer
a.Shall be appointed by the Board of Directors
b.Will have the authority to designate as many assistants as deemed necessary for the discharge of the duties of his/her office.
c.Shall register all shooters at all club shoots.
d.Shall receive and record all pre-registration entries whenever applicable.
e.Shall at the end of each shoot, as soon as practical, turn over all monies received from registrations to the Treasurer.
f.Shall execute any further duties as stipulated in the standing rules.
Concession Officer
a.Shall be appointed by the Board of Directors.
b.Will have the authority to designate as many assistants as he/she deems necessary for the discharge of the duties of the office.
c.Shall be responsible for having concessions available at club shoots.
d.Shall procure provisions and insure proper operation of concession facilities.
e.Shall conduct any further duties as stipulated in the standing rules.
Auditors
a.Shall be appointed by the Board of Directors.
b.Shall conduct a full audit of the clubs assets at least once yearly or when otherwise directed by the Board of Directors.
Section C; Duties of the Board of Directors
a.Shall examine the qualifications of all applicants for membership.
b.Prepare and submit to the President the shoot schedule for the following year. This schedule will be confirmed annually at the September meeting.
c.To appoint committees outside of the Board of Directors.
d.Other specific duties may be undertaken as warranted at the discretion of the President/Board of Directors.
Article V: Guest Privileges
Section A; Usage
a.Members may bring guests for the use of the practice range and other facilities during non competitive periods at their discretion for a maximum of three (3) times annually.
b.Guests themselves may use the practice range, Dot range and 3-D range on competition days provided they pay the appropriate non-member fee and sign the release from liability form.

Article VII: Termination/Suspension of Membership
Section A; The board of Directors may suspend or terminate a
membership for the following reasons.
a.Cheating
Instances of cheating must be witnessed and/or verified by at least two (2) individuals or if at another site verified by the competition and/or competition committee
b.Disorderly Conduct
May be defined as intoxication, fighting, destruction of the personal property of another, destruction of club property or other excessive annoyance to the club as to seriously interfere with another individuals’ shooting or general well-being.
c.Stealing
Acts of theft of club or personal property that can be established with reasonable certainty. Theft will be prosecuted.
d.Non-payment of dues (Article I, Section, D and Article VII, Section E of the Bylaws).
e.Abuse of Guest Privileges (Article V, Bylaws).
f.Unauthorized Use of Club Property.
Section B; Board Action
Cause for termination or suspension shall be presented by those
parties concerned to the Board of Directors, who will take the
appropriate action at the next meeting of the board. A
majority vote of the Board of Directors is required for any punitive
action to be taken.
Section C; Club Privileges
A member shall have all of his/her club privileges revoked for the
duration of his/her suspension.
Section D; Reinstatement
a.A member who has been suspended or terminated for any reason,
may at any time after his/her suspension/termination, apply for
reinstatement. If the cause of the termination/suspension has been
removed, said member may be reinstated upon a majority vote at
any Board meeting.
b.After two (2) denials for reinstatement, no further application may
be submitted per individual for a period of one (1) year.
Section E; Non Payment of Dues
a.Secretary shall issue a notification of dues expiration to the club member.
b.Non-payment of dues within a reasonable time period after the expiration notification shall result in a revocation of all club membership privileges.
c.Reasonable period is defined as thirty (30) calendar days or whatever time period the Board establishes as appropriate, not to exceed sixty (60) days after issuance of the dues notification letter.
Article VIII: Amendments
Section A;
These bylaws may be amended at any regular business meeting of the
general membership or at a special meeting called by the Board of
Directors specifically for this purpose. A majority of those present and
voting is required for passage, provided that written/electronic notice of the proposed amendment had been given to all members at least fourteen (14) days prior to the meeting.
Article IX: Standing Rules – Basic Principles
Section A;
Regulations that deal with the details of business procedure and that
are adopted from time to time as they are needed are called Stand-
ing Rules. They may be adopted, suspended or rescinded at any
regular business meeting of the Board of Directors by a majority
vote. No Standing Rule may be adopted if it conflicts with another rule
previously adopted or with the Constitution or Bylaws. Standing Rules
shall be numbered, dated and signed by the President and
conspicuously posted for membership reference.
Article X: Parliamentary Authority
Section A;
All questions of parliamentary procedure not covered by these Bylaws
shall be governed by the latest edition of Funk and Wagnall’s
Book of Parliamentary Procedures (Unabridged).
